Under the unified leadership of the municipal Party committee and the municipal government, the four-year action of ecological Chenzhou construction is under the overall responsibility of the municipal ecological civilization construction leading group, and the municipal ecological civilization construction leading group office is responsible for the daily organization and coordination to establish and improve the working mechanism of "Party committee leadership, government leadership, department coordination, and participation of the whole people". All relevant departments at all levels should sign the responsibility statement at all levels to clarify the responsibilities, jointly manage and ensure the implementation of the work.

Broaden investment channels:

We will comprehensively implement various preferential policies of the state in respect of ecological construction, energy conservation and environmental protection, new energy, and comprehensive utilization of resources; will increase financial support, establish and improve policies on green industry transformation guidance, accurate improvement of forest quality, wetland protection, award and compensation construction, and promote the government's purchase of social and ecological construction services; will build investment and financing platforms, increase national policy based ecological loans, encourage industrial and commercial capital and social capital to participate in the construction of ecological Chenzhou, and support the construction of key projects of ecological Chenzhou by introducing PPP model. All counties, cities and relevant departments should make overall arrangements for the guidance and special funds for the construction of ecological Chenzhou, and further improve the multiple input mechanism of government guidance, market operation and social participation.

Innovate the system and mechanism:

We will vigorously promote the reform of the ecological civilization system and fully implement the responsibility for protecting the ecological environment; will actively promote the delimitation of red lines for ecological protection in key ecological functional areas, ecological sensitive areas, development zones, and other specific areas, and implement the system of ecological compensation and paid use of resources; will promote the conservation and intensive use of natural resource assets and the safety of the ecological environment.

Strengthen publicity and guidance:

All departments at all levels should vigorously carry out the activities of ecological civilization entering institutions, schools, enterprises, towns, villages and households; make full use of news media, play the role of social organizations, organize and carry out the theme activities, and encourage and support the ecological civilization volunteer team and non-governmental environmental protection organizations' ecological environmental protection public welfare actions; timely summarize and publicize the achievements and highlights of the construction of ecological Chenzhou, and build ecological and cultural exhibition venues and education and training bases.

Strictly supervise and assess:

We will establish and improve the assessment system of "one dispatch per month, one notification per half a year and one assessment per year", and incorporate the annual assessment into the comprehensive performance assessment of the city. The specific assessment methods will be formulated separately by the Municipal Leading Group Office of ecological civilization construction, Human Resources and Social Security Bureau and other relevant units.
